The Cavaliers were included in the NBA in 1970 as an expansion team. The Cavs, as the team is commonly nicknamed, had a tough first year. Most of its players were rejects from other teams. To make matters worst, the Cavaliers were forced to play their first seven games on the road, because the Cleveland Arena had been booked by the Ice Capades. Logically the Cavs lost all seven games by an average of 17.3 points per game. That season the Cleveland team ended with a terrible record of 15-67.
By 1986, the Cavaliers had changed owners and after a few good trades, the team started to build up. They made it to the playoffs 8 times in the next 9 years but not really winning any of those playoffs.
As an interesting fact, the Cleveland Cavaliers are the oldest NBA team to have never participated in an NBA final.
